Yes, you can connect an Apple TV HD or Apple TV 4K to your Element TV using a HDMI cable. Any TV that has HDMI input will work. Please refer to https://support.apple.com/en-us/HT205358 . You will need:

• Apple TV HD or Apple TV 4K
• HDMI cable
• Wi-Fi or Ethernet network (if you are using Wi-Fi the network must have excellent coverage)

Because your TV is not one of the supported TVs or devices. It is that simple, for a list of compatible TVs please navigate to https://www.apple.com/apple-tv-app/devices/ and read. If you want a compatible device then you will need to purchase one that plugs into your TV. Personally I own a Samsung TV that is capable and have Apple TV on it, however I still bought an Apple TV 4K because the experience over using a Smart TV is much much better.

No it means the TV does not have the firmware to support Apple TV directly. If you want to watch Apple TV + (I think you mean Apple TV +) you must have a device attached to your TV that supports Apple TV and Apple TV+. That list is included in my last post.
