Trying to change Apple ID

I'm trying to change my Apple ID to an email that used to be it's own Apple ID but was deleted 3 months ago. When I try and enter that email it says it's already in use. I tried to log in with that email to see if that was true and when I went to forgot password and typed the email in it said no Apple ID was associated with this email. I'm not sure if there is something I'm missing but I'm not sure why I'm getting these conflicted answers.

There have been posts by people who have contacted Apple Support and they were told that if you delete an ID associated with an email address, you can never reuse the email address for an Apple ID.  You will need to get another e-mail address to use as your Apple ID.
