No it does not.
The iPad Mini 4 is pre Apple Pencil days and the iPad Mini 4 lacks the necessary screen hardware layer needed for the Apple Pencil to interact with the iPad’s screen.
You will need to seek out a third party alternative smart, Bluetooth stylus.
