See the instructions in If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support


Also see the following from that link (unfortunately the Apple Store option isn't currently possible with all of the stores closed):


You need a computer to follow these steps. If you don't have a computer, borrow one from a friend, or go to an Apple Retail Store or Apple Authorized Service Provider.
