Apple Mail won't redirect mail

I have the very same problem, and I don't get any further with Get help using iCloud Mail - Apple Support.

My wife and I are different users on our mac, and none of us can redirect using an iCloud email address.

Redirecting with a gmail address works though ...

I assume that this is a security issue stopping emails from one address 'pretending' to be from another. If so why is the redirect options still in Apple mail?
