Hard Drive out of space because of iCloud. How to reserve space on HD?

MacBook Pro with 1TB HD and a 2TB iCloud account. I constantly only have 2-5Gb free and can't even launch Photoshop anymore because I don't have enough scratch disk space.


80% of my HD is filled with iCloud photos and videos which I know I can turn off but need regular access to for work.


Is there ANY WAY to tell MacOS / iCloud to "keep X amount of HD free" at all time?


For example "Always keep 100GB free on HD and fill the rest with iCloud synched content whenever possible".


I'm constantly struggling to throw out files or restarting to free up temp files, etc.


Running latest MacOS X 10.15.4

iCloud is not configurable in that way.
