I lost my phone 11 but I didn't turn on location can I still find it?

See the "If Find My [device] isn't turned on on your missing device" section in:

If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support

There is NOTHING else you can do.

Did you mean to say that you did not activate the Find My [Device] app? If that is the case then you will not be able to locate your iPhone on the internet via iCloud or any other device. Sorry.
