Use the computer's internet browser, log into iCloud.com and go to the Photos app there. Select the photos (shift + click works to select a range of photos up to 1,000 at at time), click the download icon in the bar at the top of the screen.

Install iCloud for Windows and download the photos as described in Set up and use iCloud Photos on your Windows PC - Apple Support
