My daughter forgot her iPad passcode so we are now trying to reset to factory settings, with no success. Help!

My daughter forgot her iPad unlock passcode... so we are now trying to reset to factory settings... but we can't do this remotely via Find My iPhone (because the iPad won't connect to Internet--it is wifi only and the wifi isn't connecting), and we can't do via the USB cord and iTunes because the desktop/Macbook iTunes software won't recognize the locked iPad. So... seeing as every solution involves either iTunes or an Internet connection, we are out of options... unless one of you guys has a solution. Any ideas/suggestions (or contact #s for help) would be greatly appreciated. Thank you.
