Storage issues

Hi there,

Im having storage issue with my iphone 7plus. Its the 32gb version but bought 25gb extra iCloud storage. The phone is saying the phone is full and theres space in the iCloud storage, but i have selected everything to be stored in the cloud. I have about 5 social media apps on my phone and thats it so I dont know whats wrong. I can't even delete photos, they say they've been deleted and then they re appear.

Something I've noticed is my photos go blurry after a week and comes up with an exclamation mark in the corner and something about iCloud.

Curretly on iOS 13.2 but cant update the software because of the storage issue.

Any advice would be appreciated, thanks
