Can Apple unlock Iphone that has forgotten passcode ?

If you’re referring to the screen lock passcode, then no, Apple cannot do anything for you. You will have to erase the device in iTunes to reset that forgotten passcode -> If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support

There is no alternative method to recover a device with a forgotten screen lock passcode.
