We used to share an AppleID for multiple family phones. My daughter tried to create an individual AppleID when she got older, but now can’t update apps because it keeps asking her to sign in to the old AppleID instead of her new AppleID.

She will not be able to use the apps under the new Apple ID with out re-downloading them. The apps are linked to the Apple ID that they were downloaded under originally. As indicated/implied, she can delete the apps and download them again--paying (again) for any that have a cost.

You can try setting up Family Sharing between the IDs if you want to be able to share purchases made with the IDs.
There are some important apps related to college she needs to keep. Is there any way to transfer the secure information from one AppleID to another?
