You can have photos sync to and from your Mac to iCloud and to all of your other devices by turning on iCloud Photos on the Mac and the other devices. Note that all photos will sync and that may be undesirable depending on how many photos you have. There is an Optimize storage option for photos on each device that can reduce the space required.
