Cannot download apps in App Store with iOS 13.4.1

I am using iPhone 8 Plus and every time I go to App Store, I am not able to download anything not a single application. I did the resetting my network and content, back up everything to do hard reset, also checked the date, already signed in and out. As well as turning on and off the device. Every time I want to download an application, I will see “Get” then prompt me to input password and afterwards would approve. Then, there goes when the application is loading which signals that it is downloading, but on my end, after showing that it is loading, it would go back to the button “Get”. I have been experiencing for a while. Please can anyone help me with this? My phone now is not in use due to this problem.

I think this is likely to be your problem after all--a somewhat "new" known issue that Apple is actively working on? I can't guarantee a solution, but, see:

Apps won’t downloaded.

Do you have access to another WiFi network where you can try? That has worked for several people.

I am not stuck on the APPLE ID problem. I can sign in on icloud and have no problem with it but when i sign in manually to app store, i could not. It always shows “Could Not Sign In” and i think that’s the first reason why I could not download. Whenever i reset the phone, it is automatically logged in both the icloud and app store but when i tried to sign in and out the app store alone, it won’t let me. I tried updating the password. But, still doing the same. When i tried to use the icloud acc on my other phone that has ios 12.4.6, there’s no problem at all.
