Photos Does Not Open
Hi,
My Mac OS High Sierra 10.13.6 will not open. This happens periodically. This happens regularly. Can someone suggest a way to get back in Photos. Thank you in advance.

Have you tried repairing the library by launching it with the Option+Command keys held down?
WARNING: if you have iCloud Library enabled this will trigger a complete upload/download of photos, actually not actually uploading but a comparison between the two libraries. It'll take about as long as an actual upload would take.
Where is the library located? If on an EHD how is that drive formatted and connected to your Mac?
Log into another user account, Set up users, guests, and groups on Mac, and see if the problem persists. Tthis tells us if the problem is limited to your user account or is system wide.
Boot into Safe Mode (How to use safe mode on your Mac - Apple Support) by booting with the Shift key held down and check there to see if the problem persists. Reboot normally and test again.
NOTE: Safe Mode boot can take up to 10 minutes as it's doing some system cache cleaning, volume verifying and directory repairing.
