how can activation unlock if i bought ipad from 3rd party seller and cant contact the apple id user on ipad

Without the aid of the previous owner of this iPad, you will never get this iPad to work for you.

This iPad is a dead, useless device to you.

No one here can help you. Apple will not help you.
