I am unable to activate my free year subscription to Apple TV, I am pretty sure I am still within the 90 days but it is only showing the option to sign up free for 1 week.

The offer is valid for 3 months from the activation of your qualifying device and would need to be claimed on that device. If verified then you can contact Apple support. This is a user forum, you would need to call Apple support and seek further assistance.
Go to Get Support - Apple, select More, select Apple TV, search for Apple TV+, and select Help with Apple TV+.
