Address bar on ipad

On my iPad, I tried to come up with a scenario which might cause this and I was not able to.

Perhaps just force close Safari and try again.

With your finger on the swipe up bar at the middle of the bottom of the screen, hold and swipe up halfway to bring up the app switcher. Swipe Safari up to force close it.

Posting a screenshot of what you can see might be helpful.

With a better idea your problem, we might be able to offer some constructive advice.
