Hello Shirley,

You are not going to be able to move the photos to iCloud. iCloud for photos is a synch service designed to keep your photos synced and available on all of your devices. If you are looking to save space on your iPhone then you can have your iPhone save the photos in low resolution while maintaining the original high resolution photos on iCloud.
