iCloud Drive - available storage space confusion ...

Hi,

I am paying for 200 GB of space on iCloud Drive.

While uploading some videos the other day I was 'notified' that my iCloud Drive was full. In the iCloud Progress Bar it says that there are 15 items waiting to be uploaded. This has been 'on hold' for days now.

1. iCloud Drive/iCloud Drive Info - this informs me that my drive contains 239,36 GB.
2. When I log in to iCloud Drive it says at the bottom of the opening page (which lists the contents of the drive) "85.66 GB available".
3. How do you 'turn off' 'waiting to upload'?

The files that I want to store on my iCloud Drive are (obviously?) very important to me. I do not want to lose any of them. The 200 GB plan is my limit.

Lastly, when you download files from iCloud Drive (by clicking the "Download button") where are they downloaded to and is it possible to specify where the files will be download to?
