So I’ve been trying to make an Apple ID but I don’t have a phone number so that means I can’t make an Apple ID. Can somebody help me?

All Apple IDs require a payment method. The only time you don't need a payment method is when you see a None option in the payment methods. Buy and redeem an App Store /iTunes gift card as a payment method.
To post here you already have an Apple ID. You don't need two.
