Sorry to hear about your iPhone being stolen! Unfortunately, it is not possible to find your iPhone with an IMEI number. I highly suggest to NOT remove your device off of iCloud, but to file an iPhone Theft and Loss Claim. If you do have AppleCare+ on your iPhone, you may check here for prices on replacements.

It is a good idea to turn on Lost Most. However, please do not erase your device! Unless you do not want the device, don’t remove your device. Since you mentioned, you do have have AppleCare+, the best choice right now is to contact your local law enforcement and/or your service carrier.
