I have a 2012 MacBook Pro i7 yeah I know it’s old but I have fcpx on it. Everything work great but I have no transitions in the effects browser. I’ve tried adding transitions several different ways. Added Transitions.localized folder which was missing. Restarted reinstalled nothing no transitions or I can’t add any custom bought effects. Someone help I don’t want to buy another computer

Transitions et al have to be placed in the correct locations for Final Cut Pro to "see" them.
Do you have a "category" folder? In the example below the category is "Lichinho".
Inside the category folder should go the entire folder for the transition.
The Motion Templates folder also needs to be "localized".
Please show the entire fifepatch structure including the transition in Column view the way Luis did.
Cmd-3 will take a screenshot of your computer screen. Cmd-4 will take a screenshot that allows you to select a portion of the screen.
Thanks Tom and Luis I finally got to work by removal of preferences then restarting. Thanks so much guys. I know I was a pain.

You don't see transitions in the Effects Browser, you see them in the Transitions Browser:
