iCloud extra storage

I am using same ICloud ID for both my Iphone and ipad so need to confirm if extra iCloud storage will be available for both my devices

Your iCloud storage space is available to Apple ID's not devices. If you sign in on both with the Apple ID that is paying for the extra storage, you will have access to it.
