I want to delete icloud photos. how can i see the photos to pick and choose which to delete. or are they all deleted?

Thank you. If I delete i cloud photos will the photos still be on my phone or ipad. Because i feel icloud just wants to keep charging me.
If you delete the photos in iCloud, it will be deleted there (iCloud) and on all devices. Consider --
I also have google photos so i think all my photos are on there too. So if I delete i think i’ll still have them
so the photos i see on my phone will all be deleted?
If you have your photos stored in Google Photos, then you can remove them from your iPhone and iCloud. If I'm not mistaken, I believe there's a setting in Google Photos to do this.

i’m still unable to get to the photos on icloud? It’s confusing to me? if i can’t access them what’s the point of having them? Google is easier
