Cannot turn off "Find My iPhone" for factory reset

My mother is locked out of her iPad 11. She doesn't remember the password and the phone number to reset the password does not exist. The instructions say that you can do a factory reset. All you need to do is turn off the "Find My IPhone". But the Ipad refuses to let me turn it off unless I input the password. What do I do?

The iPad is locked with Activation Lock. There is no way around unlocking Activation Lock without inserting the device’s associated Apple ID. If this is not an option you will have to find the original receipt for the device that clearly shows the serial number. Once you have this document you will need to take this document and iPad into an Apple retail location.
