Black horizontal lines on entire screen

For a couple months now my display has had these black horizontal lines that cover the entire screen. If I move the display back and forth they go away, but the second I scroll or go to a new page, app, tab, etc., whatever page I am on becomes transparent and everything overlaps each other and it becomes impossible to see anything. The picture I posted is sideways so they look vertical, but they are horizontal.

If physically moving the display causes the lines to appear & disappear it means you have a defective Display Assembly which will need to be replaced by Apple or an AASP.
