is there a way to stop an iphone or ipad from adding email addresses from mail and other sourced in a contact in the contacts folder

I believe that Siri suggestions is suggesting that you add it to contacts. If you go to settings > contacts. You have the ability to turn off Siri suggestions for your contacts. Hope this helps!
