Recovering Permanently Deleted Photos

I just got a new phone and all of my iCloud photos downloaded when I set it up. This usually happens, and I will delete them from my phone but they'll still be on my laptop. However, I just went on my Mac to fins that all my pictures from the last 3 years (that had uploaded to my phone) were deleted off my Mac as well. I deleted the photos from the recently deleted as well as I had assumed they were backed up to my computer. Is there anything I can do to recover them?

Yes they downloaded onto my phone through iCloud as soon as I setup the phone. I've done this with new phones before though and its never permanently deleted them, they were always still backed up on my computer.

Have you checked recently deleted? Have you also tried logging into https://www.icloud.com and seeing if your photos are there? I would also look in iCloud settings to see if photos are using up storage, meaning they are still synced to iCloud but may be hidden for some reason.
