If parent's don't have an Apple computer or device they can use to setup Family Sharing and the Apple ID for the child, then the only option is to set it up directly on the phone and apply any restrictions straight on the device.

You will have to create an apple Id if the child does not already have one, and without access to Family Sharing the age on the Apple ID will have to be set to 13 or older. See here: How to create a new Apple ID - Apple Support
