Someone went into my IPhone and dowloaded my ICloud Photos

How do I review the history of someone going into my phone and see when they downloaded my ICloud Photos to their phone?

I want to find out which phone did it and when as well as if I delete all content in my ICloud, would they still have all my photos and messages.

iPhone XS Max, iOS 13

Such a history does not exist. If they downloaded photos, they still will have them if they want them. Deleting what you mentioned will not change this fact.
