As Yellowbox has shown, or you can group a combination of a shape and a Text box, or two Text boxes, where one of these represents a slightly smaller foreground layer filled with transparent, hyperlinked characters to register your click, and the other background Text box bearing ordinary text that you want the reader to see. Exports to PDF just fine.
