i forgot my screen time password and and when I try forgot my password ..it doesn’t provide me option to change it after I enter my Apple ID and password .. and my failure count keep increasing ..I have tried updating the latest version of iOS but to no avail

Your iPad or iPhone device and its iOS version are then likely too old for the reset described here:

Wipe it, start over again. Set up as new.
You cannot perform a restore, as the restoration will restore the screen time password.
