This Apple ID is not active.

When I do a Forget Password, it says "This Apple ID is not active."

So I tried to recreate the account, and it says username is being used.

What the heck am I supposed to do now?

I have another Apple ID account that just simply disappeared. I have a lot of devices (iPods in our production) tied to this apple ID, and I can't log into it anymore since it doesn't exist anymore. I just found out the iPod users can actually change the password from their device without even having the need to verify using the two-factor authentication. What's the use of the two-factor authentication then if device users can simply change the password without asking permission from the phone numbers allowed to authenticate?
