My brother is in Hospice. His iPhone has gone missing. I tried iCloud > Find My Phone > but I don't have the correct password. Reset Password wants to go to his MISSING phone. Can Apple Support help?

See if you can get an email option. Enter the Apple (iCloud) ID and click Forgot Password.
I was being stupid... what i thought was a notification going TO the iPhone was only verifying the iPhone number. I was able to get a change password sent to his laptop. Apple Support choice was a call early next week. Unfortunately the phone is offline now (dead or turned off) and Find My iPhone doesn't help. At least I was able to get in to his Contacts in iCloud.

Forgot Password doesn't give an option for an email response; only option is to Missing iPhone.
As I indicated above, I think you need to contact Apple Support. See the support options I posted in my above post.
