My new MacBook Air never really shuts off although I follow the instructions to go to the Apple menu and click on "shut down". However, whenever I start it up again, battery power is down because it did not switch off.

Try resetting the smc How to reset the SMC of your Mac - Apple Support

Make sure when you shut down that you give it time to completely shutdown before you close the lid.
