Apple news app is nowhere to be found on my iPhone.

I try to look at the Apple news app but it’s not on my phone and when I look it up in the App Store it is saying it is restricted, when my restrictions are off? So I wanna know what is going on

The Apple News app is available in Australia, Canada, the United Kingdom, and the United States. Learn what's available in your country or region.

The other possibility is it is disabled in Screen Time settings.
