It will not matter, anyways.

If your iPad has been stuck on iOS 9.3..5 for the past few years, with no major upgrades/updates forthcoming, then you own a 2012, iPad Mini 1st generation.

A 1st gen iPad Mini cannot be upgraded beyond iOS 9.3.5/9.3.6 for WiFi & cellular data models.

A 1st gen iPad Mini is a NEARLY 8-year old device, now!

These older iPad models are too old, now, too underpowered and completely incompatible with any of the current and future versions of iOS/iPadOS.

There are no more older, compatible, popular, third party apps available for these old 8 and 9-year old iPads or other iOS devices, any longer.

These old 8 and 9-year old iPad models will be rendered completely obsolete by the end of 2020!

Sorry, but it is what it is, today, in the year 2020!

Here's why and what you will need to do about it in 2020!

Tap and read my link below for my additional info about your old iPad Mini model.

It is possible that your WiFi router is unexpectedly blocking access to some internet/server resources - which might be resolved by a restart of your router.

To restart you home router, disconnect power - then wait at least 30 seconds before restarting. When you router has rebooted (which may take several minutes), force-restart your iPad:

  • On an iPad with a Home button: Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
  • On an iPad with Face ID: Press and quickly release the volume up button, press and quickly release the volume down button, then press and hold the top button. When the Apple logo appears, release the button.

It is also possible that your currently selected DNS servers(s) are not resolving, or a blocking, some resource addresses. Changing your DNS Server IP Addresses might resolve this problem.

For recommended DNS servers (configured at your home router and/or your iPad), you might choose one of the following highly regarded Recursive DNS Providers (IPv4 and IPv6 addresses included below). Where your local network is dual-stack, you should enter both the IPv4 and IPv6 redundant server addresses.

Thank you for your kind thoughts. It’s an iPad mini 4 it updated version 13.51 but will not update 13.6.

I wish there was a live person with an original thought. Does anyone know of an Apple support number with a live person?

This is absolutely ridiculous no one‘s advice has helped and I’ve tried quite a few things.

I also went to the store and was thoroughly disappointed.

Is there a way to contact a live person?

Well,

That was a thoroughly offensive reply post and statement, since all there are here are live people ( volunteer Apple product users here, btw ) posting with original thoughts and advice.

BTW, it would have help IF you posted your correct iPad hardware and iOS/iPadOS version from the getgo!

Your gray color hardware signature in your initial post originally stated an iPad Mini running iOS 9!

How was this reply from an actual live person with an original thought? Hmmm....?
