It does seem that the https://extensions.apple.com/en-us/ server is offline.
Safari extensions have changed substantially with recent Safari releases, and older extensions were retired.
Is this just this Apple particular Safari extensions website, or are other websites also unreachable? You’re obviously getting here, but not necessarily on the problematic Mac...
If this is a more general issue, effecting other websites...
