Can apple track the phone if it is offline?
Is there any way to track your iphone if the location is off and if there isn't a last location sent?

Hello Elena,
Just wanted you to know that Apple itself does not track anything. The users (You and I) can track our devices. If you are not tracking your devices by using the Find My app (or other apps) then Apple is not tracking it for you.
To answer your question directly - If the Locations services is set to OFF then that device cannot be tracked. Furthermore, the lost/stolen device will need a connection to the internet to broadcast its location. Hope this answers your concerns. Thanks.
