Syncing music with iTunes

How do I disable iCloud music library or move music from my PC to my iCloud music library. I want to add some music but on iTunes it says I have iCloud Music Library on.

These are opposite things to each other Which do you want to do?

If you have iCloud Music Library on, all content in your local iTunes library should sync.
