You cannot directly from your iPhone obviously because you do not have it in your possession. I am assuming that you do not have a computer backup.

You can restore, however, from iCloud if you used iCloud for backups and synchronization of your data. If you use iCloud and have your data on it then you log into iCloud, from a computer, ➔ www.icloud.com and download your information to another Apple Device or install iCloud for Windows on a Windows PC and download your photos there.

The whole point of back ups is to safeguard data that is important.
