I compressed photos and videos in 2013 on my Macbook using iphotos. Now I can no longer play the video on Windows Media Player, VLC or Quicktime.
When I try to play it, some videos play the first second of the video throughout the whole video time length. Meaning, it's an image for the 10 the seconds.
Does anyone know how I could fix the corrupted file?
I have tried converting the video but nothing seems to work :(

This is the corrupted video from 2012. You can see the the image plays the entire 10 secs.
Here are screenshots of the videos I exported today using the same criteria.
I have used the same way to export the videos. The one I exported today plays and the one I exported in 2012 plays the same image for 10 secs.

I just exported a bunch of videos all at once. Just changed the quality to medium. Back then it worked fine. Today it doesn't. The formats are MP4 and MOV.
Sadly, I no longer have the original file knowing the file worked then.

What system and Photos versions are you running?
By quality do you mean this:
Export the original version out of the library and try playing it. Does it play while still in Photos?
Since iPhoto does not offer compression of video, I am not sure what you did. You might have just saved a frame as a jpg or something.
Export the unmodified original. What format do you get?
Exporting does not change the quality of the original video. What happens when you export an unmodified version?
@Keith So you are correct. It might've exported as an image. Odd that it plays for 10 seconds.
Although, I exported an unmodified video the same way and it plays the full video.
No wonder iPhoto was confused, you *told* it to export a JPEG.
