How to manually backup and restore a user profile on MacOS?

On my 2015 MacBook Pro with High Sierra I am wiping my hard drive completely and reinstalling the original OS.

I have multiple users (an Admin user and an every day user).

I don't remember how I set these up, so I would like to save them to my external SSD. Then restore them on my laptop once the OS has been reinstalled.

I don't need the files associated with each user (I've backed all those up manually already to the SSD).

I just want each User's name and settings to be quickly re-established on my new OS installation.

How would I do that?

MacBook Pro 15″, macOS 10.13
