Can two different people use the same IPad? If so, how does the set up work?

Essentially, no.


An iPad or iPhone is intended be used by one person - and one person alone. If you choose to allow someone to “use” your iPad/iPhone, much of your personal and private data will be exposed to whoever is using it.


If you sign-out from iCloud - and allow someone else to sign-in to iCloud with their own AppleID - the iPad will be locked to that AppleID for 90-days; you’ll not be able to sign-in again using your own AppleID until expiry of the 90-day period.
