How do I update from IOS 9.3.6 to 12.10.8

Sorry, you don’t, not possible.

iPad2 (iPad min1 and iPad3) cannot be updated beyond iOS 9.3.5 (WiFi Only models) or iOS 9.3.6 (WiFi & Cellular).

Apple ended update support for iPad2 in September 2016. iPad2 cannot can updated to iOS 10 or later versions, as the internal hardware does not meet the minimum technical requirements for new versions of iOS/iPadOS. The 32-bit platform is effectively obsolete.

Many App Developers have also dropped support for older devices and iOS versions preceding iOS11/12/13 - and have withdrawn older versions of their Apps from the Apple App Store, now limiting utility and usefulness of older devices. 

If Apps that you need to use now have higher minimum iOS-version requirements, your only option is to replace your iPad with newer model. Even the basic current iPad7 model supports current iPadOS 13.x and forthcoming iPadOS14 - and has hardware specifications and capabilities that will vastly outperform your old iPad

The 1st gen iPad came out in March/April 2010.

New and improved iPad models come out every single year for the past 10-years!

I have spent about double your amount on iPads, but over over this 10-year period!

An unit running 9.3.6 isn't capable of 10 or above.

12.10.8 is a version of iTunes for a computer, not an iOS version.
