Accessing photos from iCloud on iMac

I have an iMac 27-inch 3.4 GHz Quad-core Intel Core i5 from 2013; I can't get my photos to sync with my iCloud photos, it wants to access a library but it does not give me the option of accessing photos from the cloud. How can I get my iCloud photos?

iMac 27″, macOS 10.15

In the Mac's photos app, Preferences > iCloud > iCloud Photo Library to checked.
