can not connect to App Store on my iPad

can not connect to App Store on my iPad I have reset back to factory settings and started over. Nothing works to connect. My IPhone connects Fine

I finally stumbled on the answer , It was set for Apple Cash which I don’t have an account. I turned it off and everything is fine thanks for your help I hope this solution can help someone else in the future thanks

What happens when you try? Do you get any error message? Are you updated to the most current iPadOS 13.6.1? Have you tried to Force Restart your iPad? To Force Restart: Press and hold BOTH the power and home buttons at the SAME time (keep holding past the swipe to power off) until the Apple Logo appears then let go and your iPad will retart.
