I am purchasing a new iPad Pro, would like to keep my old one (iPad Air 2) and give to a family member. I have purchased many apps for the family member and would them to stay with the old iPad. Is this possible?

Prepare the iPad properly for a new user, meaning restore it back to factory settings. They would set up the iPad with their own Apple ID and Password.
Then set up Family Sharing, which will make all the apps you've purchased available to them on their iPad.
