turn off keychain in catalina

I am using another password manager rather than keychain. On my iPhone I was able to choose the alternate app for auto fill, and it has taken over filling logons on safari and in apps. On my mac with catalina I don't see that option. In fact I can't seem to get keychain to stop asking to fill logons. This isn't only on Safari for various apps and sites. I have turned off keychain in system preferences but it keeps activating itself again and again.

How can I get keychain to stop asking to auto fill so my alternate app steps in by itself?

You cannot disable the keychain. You can use Keychain Access to manage the keychain. See An essential Mac OS X Keychain guide and macOS User Guide.
